Below are the steps and internal deadlines required to submit a grant proposal. Failure to complete these steps and meet these deadlines may result in failure to submit the proposal.

The official submission for grant applications is completed by the Rutgers Office of Research and Sponsored Programs (ORSP).  All proposal information must be uploaded and reviewed by our ORSP grant specialist via Rutgers Research Administration and Proposal Submission System (RAPSS) (https://rapss.rutgers.edu).  This system handles all administration associated with grant applications and funded projects.  The Math business specialist will assist the PI throughout this process.

Here is the basic timetable:

  • The PI will email a webpage link for the solicitation and the proposal deadline to the Math business specialist at least 21 days before the proposal deadline.
  • The Math business specialist will contact the PI to meet to complete the PI New Proposal Information Form. This will be used to initiate the proposal in RAPSS.
  • The PI will do some basic registration steps (such as creating an account on the sponsor’s submission system, creating a PIN, etc.). For legal and University policy reasons, these must be done by the PI. The business specialist will provide guidance as needed.
  • The Math business specialist and the PI will work together to prepare proposal documents which should be completed and uploaded to the funding source proposal system 5 business-days before the proposal deadline. The documents listed below are those needed for a typical NSF grant, but the specific documents required will depend on the program and the funding source:
    • Administrative Documents prepared by the Business Specialist:
      • Budget and Budget Justification
      • Current and Pending Support
      • Facilities, Equipment, Other Resources
      • Data Management Plan
    • Administrative Documents prepared by PI:
      • Biographical Sketch
      • Collaboration & Affiliation
      • All Rutgers faculty are required to complete a Rutgers Annual Conflict of Interest Disclosure (eCOI Disclosure) at https://ecoi.rutgers.edu.  After you log in, click on Manage my Disclosures>Create my certifications. At award set-up, the PI will be required to complete another research certification which is a supplement to the annual disclosure above that details any possible COI’s that may emanate from the specific proposal. The easiest way to complete the research certification is through RAPSS, which will automatically link the certification to the proposal
    • Technical Documents prepared by PI:
      • Project Summary/Abstract
      • Project Description (minor changes can be made up to 2 days before the submission deadline)
      • References
      • Post Doc Mentoring Plan (if applicable)
      • Other supplementary docs (if applicable)

Please note: Additional documents/steps are required for proposals involving subcontracts and mandatory cost sharing. The Math business specialist will assist the PI to complete these documents/steps

  • The PI must confirm that eCOI disclosures are up to date 5 business-days before the proposal deadline by going to https://ecoi.rutgers.edu (click on Manage my Disclosures>Create my certifications). Please note at award set-up, the PI will be required to complete another research certification which is a supplement to the annual disclosure above that details any possible COI’s that may emanate from the specific proposal. The easiest way to complete the research certification is through RAPSS, which will automatically link the certification to the proposal.
  • The Math business specialist will notify the PI to submit the RAPSS proposal for departmental review so that the proposal can route to the department Chair and the SAS Dean’s office for approval. Once all approvals are received, the RAPPS proposal is pushed to ORSP grant specialist review.
  • ORSP will review the proposal, recommend any changes, and notify the PI to give permission to submit through RAPSS when the proposal is deemed to be satisfactory and in compliance with Rutgers/funding source guidelines. PI will log on to RAPSS and click the permission to submit button.
  • PI will give ORSP permission to submit in sponsor’s proposal submission system, if necessary.
  • The RAPSS record will be updated by ORSP after the proposal has been officially submitted to the sponsor.

 IMPORTANT NOTE:

The 5 business-day deadline mentioned above is from Rutgers Office of Research and Sponsored Programs (ORSP), the department at Rutgers that officially submits your proposal.  If deadlines are not followed, ORSP cannot guarantee a complete review of your proposal. See Level of RSP Service Matrix.
